Bi-Weekly Hours: 75.0 hours bi-weekly /Days (Monday-Friday)Reporting to the Director of Child and Family Services and working closely with the division of Planning, Policy and Innovation, this position is responsible to provide leadership for policy development, implementation and evaluation processes for child protection programs and services within Child and Family Services Division. The incumbent will be accountable for the successful delivery of ensuring quality, timeliness and completion of varied policy deliverables & initiatives, based on program priorities and supporting continued policy development. Duties will include but are not limited to: Coordinating and/or resourcing policy development, implementation and evaluation of Child Protection Services’ programs and services, based upon divisional and departmental priorities;Developing charters and implementing work plans to achieve goals/objectives, including time lines to ensure monitoring of progress, and a communication and evaluation plan relative to various policies and policy-related initiatives. This work will be performed in consultation with Director of Child Protection and Senior Management Team and committees;Resourcing and/or chairing Provincial Committees and policy working groups;Providing evidence of policy accountability through policy evaluation activities;Ensuring appropriate monitoring, reporting, communication and accountability processes are established and maintained for all policies; Conducting evaluation and monitoring of Child Protection Services’ policy initiatives; Ensuring effective information management, including analysis of program data for monitoring and evaluation purposes to inform policy development and implementation;Developing business cases, charters and work plans for to the Child & Family Services Leadership Team, committees and working groups;Ensuring charters and work plans are consistent with divisional and departmental business plans;Supporting policy and service delivery through the provision of information in key areas as required;Developing communication plans to increase awareness and knowledge of policy development activities;Drafting documents such as issue notes, briefing notes, memorandums, requests for proposals, etc.;Monitoring compliance of all child protection programs and services with provincial policy;Coordinating and supporting the development, implementation and maintenance of policies, standards, and practices;Developing and maintaining effective liaisons with other Departmental program development and policy staff, other non-government organizations, and special interest groups, as appropriate and relevant; Other duties as required.

Qualifications

Minimum Qualifications: Baccalaureate degree in Social Sciences or related field, supplemented with course work in project management, policy / program development or a combination of education and proven successful experience in policy development, communications, program design, implementation and evaluation; Master’s Degree would be an asset.Extensive experience in policy development, management and evaluation, quality improvement (eg. methodologies, inc. LEAN Six Sigma, Planning Cycles, etc.), policy and program analysis, chairing and resource to committees;Considerable knowledge of community and collaborative approaches to policy development and service delivery;Knowledge of best practices and standards within child welfare/child protection services;Knowledge of project management; design and development; monitoring and reporting; research and analysis;Strong management and leadership skills, excellent organizational skills;Strong interpersonal, problem solving, conflict resolution, facilitation and collaboration skills;Excellent oral and written communication skills with experience making presentations;Strong analytical and conceptual skills; proven decision making and critical thinking skills;Ability to work independently in a creative and innovative manner and ability to think and plan strategically;Excellent word processing skills including Corel Suite, Microsoft Office Suite, Novel GroupWise, and Internet.
